2013년 ‘세계 여성의 날’ 행사는 소프라노 세이코 리의 축하공연 무대로 시작되었다. 2013년 3월 28일 비엔나 유엔사무국 M 빌딩에서 열린 이날 행사는 각국 대사관과 오스트리아 기관 단체 및 NGO에서 참석한 180 여명이 함께 한 가운데 개최되었다. WFWPI와 공동 후원단체인ACUNS, Exit NGO, 엘테른 베르크스타트(Eltern Werkstatt), UPF는 이 행사를 위해 연사와 광고, 패널 지원 등을 후원했다.

회의는 두 세션으로 진행되었으며, 각 세션은 네 명의 전문가 패널들이 참석해 의견을 발표했다. 첫번째 세션의 사회는 샨투 왓(Shantu Watt) 전 유엔 여성길드(United Nations Women’s Guild) 부회장이 맡았다.

기조 연설자로 나선 마리아  오예인카 라오즈(Maria Oyeyinka  Laose) 주 오스트리아 나이지리아 대사는 “유엔 차원에서 여성 살해에 대한 국제적인 조사와 토론이 이루어 지기를 촉구”하면서 “여성살해범의 사면을 없애고, 여성을 열등한 존재로 생각하는 문화적 가치관을 정정하고자 하는 공동체의 열망을 전인류가 관심을 가지도록 해야 한다.”고 말했다.

첫 세션은 ‘여성에게 가해지는 폭력과 살해 예방’ 라는 주제로 샨투 왓 UNWG 부회장의 사회로 클레어 로렌트(ACUNS 여성 살해 프로젝트 코디네이터)는 ‘여성 살해’가 독립적으로 발생한 하나의 사고가 아니라 지속적인 폭력의 마지막 단계로 발생한다는 것을 강조하며, 그 의미를 자세히 설명해 주었다.

조아나 아데수와 레이테러( NGO ‘Exit’) 회장은 모국인 나이지리아 등의 인신매매 희생자 및 생존자들과 직접 접촉을 해 온 경험을 바탕으로 이 문제에 대한 개인적인 견해를 제시했다.

세 번째 연사인 마리아 뉴베르거 슈미트(페어런츠 워크샵)회장은 UPF UN 연락담당인 제나 에고흐(Zena Eggough)는 ‘적절한 시기의 성찰‘을 제안하며, 여성에 대한 잔인한 행위를 종식시킨다는 희망을 가지고 여성도 존엄성을 가진다는 것을 인식해야 함을 강조했다.

두 번째 세션은 ‘21C여성 리더십의 과제’로 주 오스트리아 태국대사인 바즈라키티야바 마히돌 공주가 사회를 맡았다. 그녀는 우아하게 저명한 참석자들을 소개한 뒤, “여성 살해와 여성 폭력 문제는 우리 모두가 함께 저지해야 할 매우 중요한 사안”임을 선포했다.

마이클 플래처(비엔나 NGO동맹인 범죄예방 및 형사사법) 의장은 “각 국이 가능한 모든 수단을 동원해 여성 폭력범이 사면 받는 일이 없도록 해야 하며, 가정폭력은 반드시 해결되어야 할 범죄로 인식해야 한다”고 주장했으며, ACUNS의 『Femicide』 지를 후원해 줄 것을 당부했다.

인 자낫 콘숨카메도바(UNODC의 HIV/AIDS 예방 및 평생교육 전문가) 박사는 먼저 “현재 HIV 보균자는 300만 명에 이른다“며 HIV 관련 통계자료를 제시했다. 그녀는 HIV와 마약남용을 근절시키기 위해 여성의 권익신장이 중요한 사안임을 강조했다.

캐롤린 핸신(WFWPI UN)사무국장은 “여성들이 이제 피해자의 옷을 벗어버리고 자기 목소리를 높이면서 리더십을 발휘해야 한다”고 촉구했다.

CEDAW, 카르자이(Karzai) 회장은 아프간 여성들의 적극적인 참여 없이는 진정한 변화를 가져오기 힘들 것이라는 말로 발표를 마무리 지었다.

The Prevention of Violence against Women and Femicide

Celebrating International Women’s Day 2013 started with Seiko Lee, a Soprano’s 2 songs.

Panel members spoke to a packed attentive UN audience (180 persons from Embassies, Austrian Agencies, & NGO’s) in the M Building in Vienna UN on the 28th March 2013.

WFWPI with 4 Co sponsor organizations: ACUNS; Exit NGO; Eltern Werkstatt; and UPF provided speakers, advertisement and assistance to the organization of both panels.

There were two session was prepared. Each session had four expert panellist presented their speech.

The first session’s  Moderator was Dr. Shantu Watt, Former Vice President of the  United Nations.

And Keynote speaker   H.E. Maria Oyeyinka Laose, Ambassador of Nigeria  to Austria said that ‘I call for  a global study and discussion on Femicide at UN level, which should be seen as a collective concern towards a collective aspiration to call for an end to impunity to Femicide and a correction of the cultural mindset on the value of a woman’.

The first panel’s topic was Women Standing up to Violence: Finding Hope through Concerted Action

Dr. Shantu Watt, Vice President of the United Nations Women's Guild (UNWG), MC., mentioned that violence doesn’t see any boundaries of rich or poor, white or black. It happens everywhere.

Ms. Claire Laurent, ACUNS Femicide Project coordinator who has been working on this project for the past 1 and a half years. She gave a detailed explanation of the term “Femicide”, emphasizing that it isn’t an isolated incident, but the final stage of a continuous violence.

Mrs. Joana Adesuwa Reiterer, president and Founder of the NGO “Exit” in Vienna, continued the session. She gave a personal outlook on the matter as she herself has come in contact with victims and survivors of human trafficking, especially from Nigeria, her native country.

The third speaker was Mag. Maria Neuberger Schmidt, President and Founder of “Parents workshop” in Vienna.

Mrs. Zena Eggough, UPF UN Liaison, presented “a reflective moment in time” and emphasized the dignity of human beings as children of God with the hope  to end the atrocities against women.

During the break, part of the film “It’s a girl” was shown.

Leadership Challenges of the 21st Century:

The moderator of second session was HRH Princess Bajrakitiyabha Mahidol, Ambassador of Thailand to Austria.  She gracefully introduced the distinguished guests and declared: ‘the issue of Femicide and the Violence against women is one of the very important issues that we all need to tackle together.

Dr. Michael Platzer, Chair Vienna NGO Alliance -Crime Prevention and Criminal Justice, claimed that each state must use all possible means to end impunity against violence against women and that domestic abuse is a crime which must be addressed: and asked to support ACUNS ‘Femicide’ paper.

Dr. Zhannat Konsumkhamedova , Expert  HIV/AIDS Prevention & Ce Division, UNODC,  started by giving some statistics concerning HIV: “3 million people today are living with HIV”. She emphasized the importance of empowering women in order to bring HIV and drug abuse to an end.

Mrs. Carolyn Handschin, WFWPI UN Director, Geneva, encouraged women to take leadership roles, shedding victimhood and making advocacy a lifestyle. Mentioning a few difficulties which prevent women from taking such roles: lack of conviction, skills or tools, she presented some WFWPI projects in Africa solving genital mutilation by empowering women to connect their local knowledge to the global human rights framework. Ultimately, the cooperation between men and women as a family unit plays a vital role as the vision and enforcement for a culture of peace.  

CEDAW, President Karzai concluded by saying that without the full participation of Afghan women, it will be hard to bring real changes.

The conference was a real success, as many prominent speakers, presented this topic of violence against women from a very different background and insight. This conference clearly called for a world free of violence and to end impunity towards violence against women and Femicide.
